Personal Information Protection Management Policy

The PrivacyMark is a certification awarded to organizations that have established an appropriate personal information management system in accordance with JIS Q 15001.

As a fee-charging employment agency licensed by the Minister of Health, Labour and Welfare, JAC Recruitment Co., Ltd. (hereinafter “JAC”) fully recognizes its social responsibility to protect all personal information it handles. We are committed to safeguarding the rights of individuals and complying with all applicable laws, regulations, and guidelines related to personal information protection.

 

To implement the following policies, JAC has established a Personal Information Protection Management System. We continuously monitor the latest developments in information technology, evolving societal expectations, and changes in the business environment, and we are committed to ongoing improvement of our practices throughout the entire organization.

 

  • Personal information shall be collected, used, and provided only to the extent necessary for the legitimate conduct of JAC’s business operations, including recruitment services and human resources management for employees. Personal information shall not be handled beyond the scope required to achieve the specified purposes of use. JAC shall implement necessary measures to ensure compliance with this principle.
     
  • JAC shall comply with all applicable laws, government guidelines, and other relevant standards concerning the protection of personal information.
     
  • To prevent risks such as leakage, loss, or damage of personal information, JAC shall implement reasonable and appropriate safety measures, allocate necessary management resources in line with business operations, and continuously enhance its personal information security framework. In the event of a security incident, prompt corrective action shall be taken.
     
  • Inquiries and complaints regarding the handling of personal information shall be addressed promptly, sincerely, and appropriately.
     
  • JAC shall regularly review and revise its Personal Information Protection Management System in response to changes in the internal and external environment and shall promote its continuous improvement.


This policy shall be distributed to all employees to ensure awareness and shall be made publicly available at all times through publication on JAC’s website and in printed materials.

3.Categories of Retained Personal Data and Purposes of Use

JAC shall use retained personal data only to the extent necessary to achieve the following purposes:

 

  • Personal information of Job Seekers (Fee-Based Employment Placement Services):
    For the execution of employment placement services, including compliance with procedures stipulated by the Employment Security Act and related laws and regulations, management of registered user information, communications, provision of service-related information via email newsletters and seminars, introduction of job opportunities, provision of information to prospective employers, and management of placement agreements.

     
  • Personal Information of Users (Business Outsourcing Services):
    For the handling of various service-related procedures, provision of services, and communication service-related information.

     
  • Personal Information of Individuals Previously Dispatched by JAC Under General Worker Dispatch Services (Now Discontinued):
    For the handling procedures stipulated by the Worker Dispatch Act and related laws and regulations, and for processing matters related to social insurance and tax procedures for dispatched employees.

     
  • Personal Information of Seminar Participants:
    For seminar management, including participant information management and communications.

     
  • Personal Information of Employment Applicants to JAC:
    For recruitment-related activities, including communications and selection processes.

     
  • Personal Information of JAC Employees:
    For human resources and labour management, including social insurance procedures, employee benefits, and performance evaluations. Public relations activities, such as publication of company-related articles in media.

     
  • Personal Information of JAC Officers and Shareholders:
    For compliance with laws such as the Companies Act and Financial Instruments and Exchange Act, and for fulfilling obligations under stock exchange regulations listing regulations, including shareholder meeting notices, securities reports, and financial statements. Also, investor relations activities, such as media disclosure of statutory information.

     
  • Personal Information of Client Company Representatives:
    For business negotiations and contract execution, management of client information, processing of payments and receipts, and other necessary business operations related to JAC’s corporate objectives, including joint use with JAC Group companies.

     
  • Personal Information of Individuals Who Submit Inquiries or Complaints:
    For responding to inquiries and complaints, and for resolution of disputes.

4.Consequences of Not Providing Required Personal Information

If personal information is not provided, it may prevent JAC from introducing job opportunities or providing certain services.

5.Provision of Personal Information to Third Parties

(A) JAC shall not provide personal information to third parties without the prior consent of the individual, except in the following cases:

 

  • When required by law
  • When necessary to protect the life, body, or property of an individual and it is difficult to obtain the individual’s consent
  • When particularly necessary for improving public health or promoting the sound development of children and it is difficult to obtain the individual’s consent
  • When necessary to cooperate with a national or local government agency, or an entity entrusted by such an agency, in executing affairs prescribed by law, and obtaining the individual’s consent may impede the execution of such affairs
  • When statistical data is disclosed after being processed so that individuals cannot be identified
  • Any other cases permitted by applicable laws and regulations
     

(B) For the purpose of delivering advertising related to JAC’s services and measuring its effectiveness, JAC may provide personal information to advertising service providers located outside Japan. The following information is provided for reference:

    • Invitations to events and seminars hosted or sponsored by JAC and JAC Group companies
    • Marketing and research activities related to the business operations of JAC and JAC Group companies

7.Outsourcing of Personal Information Handling

JAC may entrust the handling of personal information, in whole or in part, to third parties (including those located outside Japan) to the extent necessary to achieve the purposes of use. In such cases, JAC will conduct appropriate due diligence to assess the suitability of the contractor, establish contractual obligations regarding confidentiality and data protection, and implement necessary and appropriate supervision.

10.Procedures for Responding to Requests for Disclosure, etc.

JAC will respond to requests from individuals or their authorized representatives regarding retained personal data, including:

 

  • Notification of the purpose of use
  • Disclosure (including records of third-party disclosures)
  • Correction, addition, or deletion of content
  • Suspension of use, erasure, or suspension of provision to third parties
     

To make such a request, please contact the Customer Support Centre listed in Section 8 above. We will provide guidance on the required procedures.

11.Security Measures for Retained Personal Data

JAC implements necessary and appropriate security measures to prevent leakage, loss, or damage to personal information and to ensure its proper management. In addition, JAC exercises necessary and appropriate supervision over employees and contractors (including subcontractors) who handle personal information.

The main components of JAC’s personal information security framework are as follows:

 

  1. Establishment of Basic Policy
    To ensure the proper handling of personal information, JAC has established a personal information protection policy.
  2. Development of Internal Rules
    JAC has developed internal rules that define procedures for each stage of handling personal information—including acquisition, use, storage, provision, deletion, and disposal—as well as the responsibilities of personnel involved.
  3. Organizational Security Measures
    JAC designates personnel responsible for managing personal information and clearly defines the scope of information handled by each employee. A reporting and communication system is in place to address any violations or suspected violations of laws or internal policies. Regular self-inspections and internal audits are conducted to monitor compliance.
  4. Human Security Measures
    To raise awareness of the importance of personal information protection, JAC provides regular training to employees. Confidentiality obligations are clearly stated in employment regulations.
  5. Physical Security Measures
    Access to areas where personal information is handled is controlled through entry and exit management. Measures are in place to prevent unauthorized access to personal information by individuals without proper authority. Devices, electronic media, and documents containing personal information are protected against theft and loss. When such items are transported within or outside the office, precautions are taken to prevent unauthorized disclosure.
  6. Technical Security Measures
    Access to personal information is restricted to authorized personnel only. Systems handling personal information are protected against unauthorized access and malware through appropriate technical safeguards.
  7. Understanding of External Environments
    When transferring personal information to a foreign country, JAC confirms the status of the personal data protection system in the destination country and implements appropriate security measures. Purpose of Use for Personal Information Obtained by Means Other Than Direct Written Communication

As a general rule, the purpose of use for personal information shall be clearly stated prior to its collection, and the individual’s consent shall be obtained. In other cases, the individual shall be notified, or the purpose shall be publicly disclosed as necessary.

  1. Personal Information Obtained in Connection with Fee-Based Employment Placement Services
    Such information shall be used to the extent necessary for responding to procedures stipulated by the Employment Security Act and related laws and regulations, managing information of registered users and employers, communications, introduction of job opportunities, provision of information to employers, management of placement agreements, and for statistical analysis and publication in various media.
  2. Personal Information Obtained in Connection with Business Outsourcing Services
    Such information shall be used to the extent necessary for managing user information, communicating with users, introducing outsourcing opportunities, providing information to client companies, managing project information, and for statistical analysis and publication in various media.
  3. Personal Information Obtained in Connection with Employee Recruitment and Selection
    Such information shall be used to the extent necessary for communications, sending materials, screening and selection, onboarding procedures, and post-employment human resources and labour management.
  4. Telephone Recordings of Inquiries and Related Communications
    Telephone conversations may be recorded for the purposes of confirming and documenting the content of inquiries and related communications.

Overseas Storage of Personal Information for Disaster Recovery Purposes

As part of its disaster recovery measures, JAC has established a backup server for its information systems—which contain acquired personal information—in Singapore. This backup server is intended to be activated and used by JAC employees from within Japan if domestic servers become unavailable due to a disaster or similar incident. Personal information stored on this server is not provided to any third-party contractors or entities located in foreign countries.

Use of Cookies and Similar Technologies

To protect user privacy and enhance convenience, JAC uses technologies such as cookies and JavaScript to collect non-identifiable attribute information from the data you provide. In addition, JAC uses advertising services for the delivery of advertisements and access analysis tools to collect behavioural data of users within our website.

 

Users of JAC’s website may choose to reject some or all browser cookies or configure their browser to display a warning when cookies are set or accessed. Please note that disabling or rejecting cookies may result in limited access to certain parts of the website or may prevent some features from functioning properly.
